Yiwu –accelerating to build

as a rising commercial city in the center of zhejiang province,
covering an area of 1,105 square km, yiwu boasts a total
population of over 1.6 million in its 7 boroughs and 6 towns,
including 680,000 native population, 750,000 temporary
population and 200,000 floating population. more than 6000
foreign businessmen from near 100 countries and regions and
26,000 of 40 domestic minorities stay in the urban area.

in 2004, with the guidance of the scientific development
outlook, yiwu deepened the development strategy of “building the
city on commerce”. economy and society maintained a
comprehensive, harmonious and sustained development. according
to the statistics, in 2004, the gdp of yiwu reached 28.2 billion
yuan, a 17.3% increase of that in last year; fiscal revenue
2.954 billion (local, 1.51 billion), 109.6% of the adjustment
plan; social capital assets investment 12.088 billion, an
increase of 20.4%; saving deposits 48.277 billion, an increase
of 21.32%; social retail value 6.005 billion, an increase of
14.4%; disposable income of urban resident 17,153 yuan per
capita and net income of farmer 6,969 yuan per capita, an
increase of 15.3% and 13.4% respectively, taking out the rise in
prices.
in the terms of comprehensive development level of economy and
society, yiwu ranked the 17th in the top 100 counties of the
country and the 1st of the 22 county-level cities in zhejiang
province in 2003. in 2004, yiwu ranked the top among the most
favorite cities of county level in the eyes of domestic and
overseas public.
in 2004, the “five insist” is attached most importance in
carrying out scientific development outlook and striving to
construct a harmonious society, namely, insist on regarding
economic development as the central task, insist on developing

in 2004, yiwu kept pace with the times, upgraded quality of
products, optimized economic structure and intensified industry
quality. aiming at building an international-oriented
commodities circulation center, yiwu speeded up the plan and
construction of the international trade mart. the first phase of
the second part of the project was completed and open for
business. the second phase with auxiliary facilities are under
construction smoothly. at present, the market of yiwu boasts an
area of 2.6 billion square meters with 50,000 booths and 200,000
persons engaging in business. the market gathers 320,000
varieties of goods of 1,502 categories from 34 trades. the
annual trade volume of the china commodities city ranks the top
among the specialized markets of china for 14 years
successively. the first and second parts of the international
trade mart are put to operation, which enables yiwu market a new
span. the market of yiwu has not only become the biggest
modernized market in the world but also brings along the fast
development of the emerging tertiary industry, such as
exhibition, shopping and tourism, logistics, etc.
with a view to strengthening pillar industry, yiwu continued the
strategy of “trade industry promotes manufacturing industry”,
stressed structure adjustment and industry upgrading, vigorously
pushed technical innovation of enterprises forward and persisted
in the road of new-pattern industrialization. improvement and
rectification of the development zones and the land market
produced a marked effect. and we also achieved remarkable
success on intensive development of land, construction of
standardized factory buildings, technical innovation of
enterprises, listed stocks and setting up of brands. the
industry construction was continuously optimized and the
building of the international commodities manufacturing base was
speeded up. in 2004, the industrial gross turnover reached 49.25
billion yuan, including industry of large scale 18.67 billion
yuan, 20.1% and 33.3% of increase respectively. 118 technical
innovation projects had started (including 23 projects with an
investment larger than 20 million yuan) with a total investment
of 3.1 billion yuan, 40% more than that of last year. there are
32 famous brands and 11 famous products of or above jinhua
municipal level, including 2 china famous products, making a new
breakthrough. 2 more limited joint-stock companies were set up.
zhejiang nengdali group co., ltd was listed on the singaporean
stock market.
yiwu fully implemented ten policies to support agriculture and
energetically promoted to manage agriculture on a commercial
basis. food production regains increase. modern agriculture,
such as flowers and plants and livestock farming developed
rapidly, and farmer’s income increased steadily. vegetable and
fruits, flowers and plants and livestock farming have become the
pillar industries of agriculture in yiwu which occupy more than
60% of the whole turnover of agriculture.
insist on developing in an all-round way
yiwu constantly believes that, in order to implement scientific
development outlook and realize sustained development, we should
take into consideration of comprehensive development of economy,
society, politics, culture and ecology, and make these factors
work in coordination.
on the basis of economic growth, we attach more importance to
promote overall and harmonious development.
at the turning point of electrification of zhejiang-jiangxi
railway, yiwu successfully started the railway transposition of
the yiwu section. we strengthened the planning and construction
of downtown area and the management of key projects, such as
roads. the city stretches promptly as the frame of the main
roads net has basically formed. during 2004, yiwu built 75km of
roads (including 63.5km of highway), 6.3 million square meters
of greenbelt and extended a construction area of 2 square
kilometers. for the moment, yiwu has finished the programming of
86 communities and the surveying and mapping of 421 villages.
meanwhile, with the concept of “develop yiwu by seizing the
opportunity outside”, yiwu held “2004 yiwu forum” successfully
and expanded the development space of the city while the
exchanges and cooperation of regional economy has come into new
level.
adhere to the strategy of internationalization and participate
in international division of labor at a higher level and wider
field with a broader vision. while selectively attracting
investment of major areas, important businessmen and key
projects, we renovate means of attracting investment and guide
enterprises to attract investment through selling stock and
joint venture and cooperation, using their existing land and
facilities. in 2004, there were 62 newly established
foreign-capital companies with 6 projects of investment over 10
million dollars each and a total foreign capital utilization of
120 million dollars. based on the market, yiwu is more
internationalized as introducing more chain-supermarkets and
purchasers of large scale to increase the export volume of
commodities. at present, our markets supply goods to over 206
countries and regions in the world. more than 55% of the
transactions in the market are foreign-oriented. there are 496
foreign business offices in yiwu (205 newly established),
occupying 1/3 of the amount of zhejiang province. 6 of the top
10 ocean shipping groups of the world have set up offices and
there are over 1000 teus of goods exported everyday.
yiwu also increasingly enhances spiritual civilization, ideology
construction, and the under-ages’ ideological and moral
education. both of the construction of ideology, morality and
culture and the rectification of culture market and social
ethics in rural areas effect apparently. social undertakings,
such as education, sanitation, culture and sports, broadcast and
tv and social security develop vigorously. yiwu also passed
examination and check of the national health city. at present,
yiwu is making efforts to build into a national civilized city
and quickening the pace of building into a national garden city,
a national model city of environmental protection and an
ecological city to optimize the living environment.
persisting in human-oriented policy
yiwu constantly believes that, in order to implement scientific
development outlook and improve people’s living quality, we
should always take human-oriented policy as the leading point of
all tasks.
in 2004, human-oriented policy was concretely carried out in
daily work.
in order to guarantee its development, yiwu had devoted its time
and energy to relieve the restriction of essential factors of
production and to solve other hard problems. facing the severe
situation of water and power shortages during last whole year,
we planned to use power reasonably and carry out decisive
measures to ensure living power. in addition, the government
actively encouraged enterprises to generate electricity by
themselves and subsidized the enterprises who purchased
generating sets after june 1st. at present, yiwu city owns a
capacity of 390,000kw of private-owned generating sets,
basically relieved the restriction of industrial power. to cope
with the long-term drought which happens only once in the recent
50 years, we insisted on tapping new sources of supply and
reducing consumption together. for one hand, we built emergency
water-supplying project, carried out the program of
region-to-region water diversion and produced artificial
rainfall, for another hand, we used water resources in a
scientific and planned way. thus, we fundamentally relieved
water shortages.
there is no stability, there is no harmonious development. in
2004, taking “a sound & stable yiwu” as a turning point, we took
great effort to maintain stability, pursue harmony, build a
harmonious society in an all-round way and form powerful
capacity to push social development.
we highly value and actively maintain social public security,
make further improvements on public security emergency system
and reinforce the prevention, relief and protection ability. we
put safe production management system in good order and
strengthen its fulfillment, and spare no efforts to rectify
“3-in-1 enterprises” (workshop, warehouse, dormitory in one).
during last year, we organized cadres and the masses to launch
carpet check to 2278 such enterprises on their safe production
for 3 times and rectified 2219 of them, among which 605 were
shut down for not being qualified in safe production. thus, we
eliminated hidden danger at the maximum limit and there was no
fatal accident in manufacturing. we unceasingly strengthen
intellectual property rights protection and fight tort so as to
standardize market order. in order to maintain social stability,
we practically reinforce the construction of public security
system and consistently keep the high-handed policy to deal with
serious criminal offences and economic offences. we implement
the system of responsibility for letters and calls from the
masses and solve prominent problems which are most cared by
people. facing the severe situation of water and power shortages

in 2004, reform and innovation has become yiwu’s golden key to
solve all the difficult problems.
we deepened the reform of market economic system, strengthened
the government functions of public administration and public
services, gave a full play to the basic role of the market in
the resources allocation and promoted the level of economic
marketization. we solidly developed the third session of
reforming examination and approval system and deepened the
reform of system of government procurement and public project
bidding. thus the policy system of government procurement and
public project bidding has fundamentally taken shape. during
last year, the government has purchased for 280 times and
completed 413 items of project bidding, which helped the
government to save large funds. meanwhile, we actively and
safely set up a new management of freight transport market, i.e.
guided by the government, independent in management, marketing
operation and legal administration.
we intensified the reform of financial operation mechanism,
basically built six systems of financial operation which keep
capital management as the central point. some banking reforms,
such as the reform in rural credit cooperative, are being
propelled steadily.
we held some activities, like yiwu forum, to share the resources
and explore new cooperation with other regions. we try to
develop processing industry and continuously enhance the
radiative function of market economy in yiwu. we energetically
lead and guide yiwu’s enterprises to progressively expand their
development to neighboring counties and cities, from which they
can gain help and support.
in accordance with the principle of “no obstacle, low cost and
high efficiency”, we comprehensively carry out the policy of
making government affairs public and transparent, and
fundamentally finish the third session of reforming examination
and approval system. 365 public service system steadily spreads
to township and rural areas. the function of 365 public service
center has been further improved, which make the services a
coordinated process and wind up 100% cases. we energetically
carry out the movements of accepting advices, supervising
government efficacy and forbidding drinking among cadres, thus,
the government efficacy is improved greatly.
persisting in stressing party building
yiwu constantly believes that, in order to implement scientific
development outlook and seek the economic and social development
impetus, we should always strengthen and improve the party’s
administration ability.
in the new and open environment of globalization, the party’s

political civilization and meet higher and stricter demands of

in 2004, an important force to cultivate a sustained, stable and

and disciplines, decrease cadres’ on-duty expenditure, complete
the official cars reform in boroughs and towns, formulate
measures on government reception and project bidding.
under the principles of keeping economic development as the

human-oriented policy, persevering in reform and innovation and
adhering to stressing party building, yiwu is unswervingly
guided by scientific development concept to stride proudly
ahead.
in the new year 2005, yiwu will practically propel the
construction of an international-oriented trade city by
energetically improving the eight abilities. the overall
requirement of yiwu’s tasks is as the following. we will be led
and guided by the important thought of three represents, fully
act on the spirit of the sixteenth national congress of the cpc
and the third and fourth plenary session of the sixteenth
central committee of the cpc, set up and implement scientific
development outlook, persist in human-oriented policy and
coordinated development, solidly strengthen the party’s
governance ability, try to develop yiwu into a safe and
harmonious society and promote a fast and steady development of
economy and society. yiwu does all to increase gdp by over 12%,
fiscal revenue by over 12%, social fixed assets investment by
over 15%, social retail value by over 10%, self-run foreign
trade value by over 18%, per capita net income of peasant by
over 6%, natural growth rate of the population by within 7.3‰,
and 12,000 more new jobs. in short, we will work solidly and
earnestly to stably boost the progress of an
international-oriented trade city.
in order to guarantee the realization of above missions, yiwu
will push on the development of eight abilities.
improve the ability of scientific policy decision to hold the
objective power of economic and social development. we will keep
the scientific development outlook as the guide of policy
decision, guarantee democratic decision by applying a sound
mechanism, so as to strengthen the actual effect of our decision
according to yiwu’s actual situation.
improve the ability of using resources scientifically to promote
sustainable development of economy and resources environment. we
will intensify our efforts to shift the economic growth mode,
and realize recycling resources appropriately. we also carry out
extensive and in-depth movements to build a model city of
environmental protection and an ecological city, and try to
promote the protective power for resources development.
meanwhile, we will build a resources-saving society to increase
the efficiency of using resources and try to relieve“bottleneck”
restrictions of resources.
improve the ability of overall planning to promote coordinated
development of economy and society in urban and rural areas. we
will unswervingly keep economic development as the central task,
greatly upgrade the commerce and trade as well as the quality of
industrial economy, accelerate the development of modern
agriculture and improve the quality and efficiency of economic

domestic markets and further opening to the outside world
through pushing foreign trade, introducing outside investment
